Terna’s thinking The date is set. The first of Italy’s new energy storage capacity procurement auctions (MACSE) will take place on September 30, 2025, Terna’s president for grid development strategies, Francesco Del Pizzo, has confirmed.
There are stark differences in energy storage requirements across Italy and MACSE procurement targets will adapt to these zonal needs. Most of the new utility-scale storage capacity catalyzed by MACSE will be needed in Southern Italy and the islands, with 16.8 GWh in the South, 13.6 GWh in Sicily, and 10.4 GWh in Sardinia.
Namely, according to the updated scenario developed by gas company Scam and power grid operator Terna, Italy will need 72 GWh of storage capacity by 2030 to meet the EU’s “Fit for 55” package goals. Around 50 GWh of this capacity will be allocated to new utility-scale systems supported by MACSE to complement the growing penetration of renewables.
Currently, utility Enel is the only entity actively constructing a substantial BESS portfolio in Italy. In 2023, Enel began developing 1.6GW of projects, primarily in Sardinia, following significant capacity market wins in 2022.
BESS technology has emerged as a significant winner in Italy’s recent capacity market (CM) auction, which took place on February 26-27. In this auction, a total of 38,057MW of obligations was awarded to existing resources, while 594MW was allocated to new resources, in addition to 4,365MW designated for resources based outside Italy.
